WHAT COUNCIL ASKED FOR:
(passed at the March 11,1998 Council Meeting)

 

In comparison with the preferred option, ONLY, (i.e.: the expanded Lagoon and Spray Irrigation System), (of the TSH - ESR, 1996 study),
new and innovatative treatment technologies
,
ONLY, may be considered, which are able to:

1.)
Improve the level of treatment.

2.)
Guarantee to meet the (MOE)
    
compliance schedule.

3.)
Guarantee the cost. 

 

 
 

Background:

Early in 1998, the Munster Community Association asked Goulbourn Council to look at a promising new wastewater treatment technology, (To see Petition Letter: CLICK HERE, and Chiarelli Response: CLICK HERE).

At the same time there were efforts, at the Regional level, to have the EA process reopened to review the Delta Engineering's "Snowfluent" technology, which was not fully considered in the previous Environmental Study Report (ESR), work done by Totten-Simms Hubicki (TSH), in 1996, (for approximately $500,000).

Mayor Stavinga and Councillor Betty Hill--- helped draft a motion calling for a look at  ANY new and innovative on-site TREATMENT TECHNOLOGIES.

Contrary to the City Solicitor's unsound advice, there was no "EA requirement", public interest, or any other reason whatsoever, for revisiting the pipeline option, since it had been thoroughly explored in the TSH -ESR, and had been rejected.
In fact, the Council Motion (of March 11/98), unambiguously  stated that the new technologies being considered, were to be evaluated in comparison with the expanded Lagoon and Spray Irrigation System, option only; that being the preferred option in the previous TSH - ESR study.

This unsound advice was the first step, in a whole series of artifices, which led first to the re-evaluation of the non-compliant pipeline, through RFP abuses (and bad-faith dealings), which included pipeline solicitation, to the "imperfect" evaluation procedure which resulted in the eventual selection of the pipeline as the "preferred option".

 
  Outcome of the Council Motion of March 11, 1998:

The ultimate selection of the non-compliant pipeline alternative disregarded all four of the fundamental requirements, as enacted by Regional Council at the on March 11/98.
