Taggart Construction's request for an extension of the deadline for bidding, appears to assume that Steven Forstell (of RMOC) and George Godin (of CRA), are already "in the know", regarding Taggart's in-coming, non-compliant, and
supposedly "unsolicited" bid.

Why does the "considerable time and money" spent to prepare this proposal appear to be any more significant than the considerable time and money spent by the three COMPLIANT bidders ...(which bids, were ready on time, yet which, the RMOC did not hesitate to reject, in favour of the NON-COMPLIANT bid)?

Would there have been an obligation on the part of the Region, to fulfill Taggart's request, in the event that the Region had, in fact, asked Taggart Construction to submit a non-compliant pipeline bid?
