"Something smells about this process, and it’s not just the sewage! There’s something really wrong about what happened here when we go from one recommendation to another, to another, and we end up finding with the Technical Memorandum  ...which seems to contradict ---again--- what had gone before.

 

...The right decision is to look at what really happened here, and to use one of the alternatives.... The alternatives are very clearly less expensive.

 

The fact is, I guess what this really shows us is, if you don’t like the answer the first time, hire either another consultant, or go back to a consultant until you get the answer you want. And if I hire a consultant and tell them what answer I want, I’ll probably get that answer, even if it means water is going to flow up-hill or up-stream.
