Mr. Hewett SHOULD have been in a position to talk about it!  With so many pipeline failures, i.e.: "90-year pipelines" ...that have lasted less than 25 years, Council would have been wise to defer the vote until staff could answer Councillor Bloess' fundamental question.


Recent Pattern Pipeline Lifetimes:

Bellcourt: (According to Councillor Bloess - lasted half its expected lifetime.)
Glen Cairn Trunk:  24 years, (1975-1999), Completely re-built in 1999, with extra venting installed along Eagleson. Then, in late 2000, a whole new Biofilter system  had to be installed, to handle the uncontrolled H2S production ...largely from Stittsville and Richmond "septic" sewage.)
Ottawa South Collector
- Failure detected when pipeline was 3 months old. Having wasted over $55-million: it will never work as intended.)
Twinned Forcemain Crossing of Jock River (Richmond): Ruptured with first use. Ruptured again seven months later. No longer in use.


Given the City's track record, and the added element of risk posed to shallow private wells along the proposed route, Council should have been unanimous in ruling against a pipeline. From a health perspective ---alone--- a new (informed) vote should be carried out.
