This is patently FALSE, also.
It is misrepresentations like this one, (and previous), that keep obstructing the public interest ...and have already ---irresponsibly--- wasted taxpayers' dollars ...in the range of $15,000,000! (Itemized list is available.)
From the OMB perspective, the OMB Decision was structured in such a way, as to allow quick implementation of any of the three options. (That is why Chair, N.M. Katary, added a symbol for a communal wastewater treatment facility, to the Schedule.) Each alternative --- including the pipeline--- would require an EA Addendum to be followed, in the event of any changes to the application (i.e.: changing from a forcemain to a gravity sewer).
From the perspective of reality about the pipeline option, the City has a huge problem. It has continually downplayed the severity of the legal mess it has created, with its RFP irregularities, bad-faith dealings, lies and deceptions, and now lacks the integrity to disclose ---to both the MOE, and to an impatient public--- that the pipeline option has far greater potential for delay, than either of the communal options ...both of which are scientifically sound and MOE approved systems.
