Note that the advertisement requested proposals:

1.)   "to provide supply, design-build, and operate services"

2.)   for a "wastewater treatment facility"

3.)   "located in Goulbourn Township"

4.)   "treatment solutions for the disposal of the treated effluent

        ► "through surface application" or

        ►"subsurface application (groundwater)" or

        ►"to a nearby watercourse (Jock River) will be considered."

Note that the above RFP does not make any provision or consideration for a pipeline option. Therefore, any pipeline proposals would be non-compliant, and ---under proper RFP protocols--- could not  be accepted.
