CJOH-TV interview of Ottawa Councillor
appears to reveal knowledge of a
PREDETERMINED pipeline selection.


TRANSCRIPT of Interview, aired on February 27, 2002:

ANNOUNCER:

"Ottawa taxpayers are going to pump another $172,000 into a problem that was first revealed by CJOH last year. Munster needs better (waste)water treatment. The city decided on a pipeline from the sewage lagoons to the treatment centre. So far six million dollars have been spent. Now another study has been ordered by the Ontario Government."

COUNCILLOR ALEX MUNTER:

"Talk about more money going down the drain, or at least going down the sewage lagoon in this case. This is a needless expenditure which does not move forward what we need to do to solve the environmental issue here. We spent a lot of money coming to the conclusion that a pipeline is the best solution and here we are being forced by the Ontario Municipal Board to spend even more money when we already know what the outcome of that investigation is going to be. It really doesn't make a lot of sense."


What does the City Councillor mean by:

1.a)
    Is Mr. Munter revealing that he already has advance knowledge 
          of what the Consultants are going to report, for $172,000.00?

   b)    If so, how does he know that?

2.)      Does that mean, the City instructed the Consultants to select the pipeline,
           instead of the safer, less expensive, on-site treatment technology?

3.)      Is Mr. Munter inferring that, for the right price: Ottawa Council can
          buy any "independent" engineering answer that it wants?

4.)     Is Councillor Munter confirming his knowledge of,
          and involvement in a pipeline 'fix'?
