The statement: "without full knowledge of bidding estimates," makes little sense, in light of the availability of more complete estimates, during the 1998-1999 Requests for Proposals (RFP) period. Capital costs of ALL of the more complete estimates came in over $11-million. The actual cost-plus bids for the pipeline, and CRA's estimates, did not calculate for the full rock removal costs, or any of the costs beyond the west boundary of Richmond, (i.e.: the Richmond pipeline route costs, the pump station up-grades, the twinned crossing of the Jock River, and the $2.5-$3-million booster station).

Contrary to the flyer's claim, it appears evident --from their findings-- that the R.V. Anderson Study did have full knowledge of the partial, cost-plus, "bidding estimates", and were able to compare these with the other, more complete, cost estimates and considerations, previously ignored by the City.
