The reader is reminded that the two consultants, RVA and CRA, are doing mutual peer reviews (King City and Munster) involving two of the same treatment alternatives – onsite and pipeline – at the same time. CRA used the Munster study as part of its report in King City. Ask yourself if this meets the criteria of independent or if it meets the criteria of a conflict of interest.
