RESIDENTS OF RICHMOND AND AREAS AFFECTED BY THE
PROPOSED MUNSTER WASTEWATER PIPELINE
This flyer is of vital interest to you
The Richmond Village Association (RVA) is a no-fee organization
funded partly by the City of Ottawa, and has an elected board of
directors, (on which any residents may serve). We are actively
involved in community projects and in the beautification and
general appearance of our village, such as parades, arena murals,
flower baskets, and other decorative items as the seasons permit.
All villagers are RVA members by virtue of their residency.
The RVA is recognized as the collective voice of Richmond
residents in its dealings with the City of Ottawa and the
Provincial Government. The RVA has been actively campaigning for a
responsible solution for our neighbouring community’s
wastewater treatment problem that ensures the safety of our
shallow-well aquifer.
OUR REASONS for vigorously fighting the proposed sewage
forcemain "solution" to Munster’s wastewater problem are as
follows:
It is much more costly than a provincially-approved
onsite solution;
The proposed route is longer and more costly than other
route options;
The proposed route is environmentally hazardous. It
endangers the wetland area through which it must pass, and
it must also cross the Jock River;
It would pass in CLOSE PROXIMITY to many private
shallow wells that are vulnerable to contamination, when
(not if) the aquifer becomes polluted due to forcemain
leaks;
Richmond’s present sewage conveyance system (after just
20 years of use) has demonstrated a tendency to repeatedly
fail, (five spontaneous breaks, so far);
When the Richmond-to-Glen Cairn forcemain was built,
advanced treatment technologies were not available. THERE
ARE NOW SUCH MEANS, and they are provincially
approved;
Homes along the proposed route, and in the Village of
Richmond, are NOT SERVED BY CITY WATER ---as many
City officials and government agencies seem to overlook. The
level of contamination-risk would be greater than that
experienced in Walkerton, if Munster’s sewage output were
continuously transported under pressure through Richmond’s
shallow aquifer. Pollution of our private shallow water
supply, with consequent health impacts, would be inevitable.
WHERE WE ARE AT in our appeals process:
We are in discussions with Ontario’s Commissioner of the
Environment;
We are in contact with the Minister of the Environment
for Ontario;
We are receiving support from both these departments and
from sources within the City of Ottawa;
An appeal process is being initiated outlining numerous
deficiencies with the City’s methods to obtain their present
position, and proper redress is being sought;
The RVA is supported by other associations, with
environmental protection interests, such as Friends of the
Jock River, Ottawa's Environmental Advisory Committee, the
Greenspace Alliance of Canada's Capital and Ottawa Citizens
Against Pollution by Sewage.
