MOE (EA, MEA,
NON-COMPLIANCE, NON-ENFORCEMENT, ETC.) ISSUES...
Documents demonstrate city's failure to comply with regulations,
and protocols ...and Ministry of Environment's
failure to enforce them:
.1
Provincial Policy Statement –
1.3.1.-Sewage and Water Systems - (Excerpt) Re: Communal Services as preferred means of servicing…

being broken, provincial departments
ignored all appeals to enforce the laws
and correct the problems.)
.5
Harvey
Snyder Letter to John Baird, MPP Nepean-Carleton – February 10, 2005 (MPP, John Baird
raised the issue at Queen's Park, but was
ignored by Environment Minister Leona Dombrowski, and Premier McGuinty.)

1, 2005) (City was finally
charged by Investigations and Enforcement
Branch of MOE , on November 3rd of 2006.
But this is only one small part of the
issue.)
.8

Pipeline (Excerpts)
(From: Corporate Services & Economic
Dev. Committee – Agenda27-

.4
Conestoga-Rovers and Associates' calculation of forcemain capital
cost

was unrealistically below the
meticulously detailed cost estimates done
by others,
as
well as the (still incomplete) subtotals of actual costs.
10
RESIDENTS' FEARS/CONCERNS NOT ADDRESSED
BY REGION/CITY
Documents show that Richmond
residents' pleas were ignored as the result
of a city-driven agenda which had all the elements of bad-faith dealings,
misrepresentations, breaches of the public
trust and public endangerment.
.1
Results: Survey conducted in Richmond -
July, 2002
.2 Richmond Petition to Mayor Chiarelli and
Council -June 9, 2003
.3
Richmond Petition to Minister of the Environment -January,
2005
.4
Retired Richmond MD, Reg Fitz-Gerald, wrote Dr. Robert
Cushman,
(Ottawa's Chief Medical Health Officer), on March 9th, 2004, to
warn the
city, it will cause public endangerment and severe anxiety with its
proposed forcemain
through the village aquifer. (See next link for CMHO solution.)
.5
Inane responses from Ottawa's Chief Medical Health Office
Precautionary Principle ignored. In this case, the Hippocratic
Oath's precept
of "do no harm" appears to have been usurped by political
cowardice. (No
protective action taken by Dr. Robert
Cushman.)
.6
Richmond
residents' futile appeals to have a safe on-site solution,
instead of the ill-conceived forcemain scheme.
(Sampling of letters.)

TO 2007...
.1
Delays with City Audit on Munster WW Scandal...
(Correspondence from Jan ’03 to Dec ’04)
.2
Audit process to be completed by June, 2006; then delayed past
election date
.3
Audit
Report ignores most evidence of incompetence and wasted tax dollars
(Lightweight audit still leaves residents exposed to water
contamination risk.)

Janet Stavinga's wearing of conflicting hats: more than a
wardrobe clash!
Former Goulbourn Councillor, Janet Stavinga, who is the current
MOE-appointed
Chair of the Mississppi-Rideau Source Protection Committee
--also self- proclaimed
"Facilitator
and Strategist"-- put on a very troubling
spectacle
of
intense lobbying for CRA's Munster Sewer Forcemain selection,
(in spite of
all other objective engineering rationale being
against it), made all the worse
by the the fact that she is also an OFFICIAL EMPLOYEE of Conestoga-
Rovers & Associates! (Ref:
http://www.linkedin.com/pub/dir/janet/stavinga.
For more background on the grief this is causing, go to the Rural
Council website:
http://www.ruralcouncil.ca/AGM-090328.htm,
[Heading: "The
Munster-Richmond Sewage Forcemain
Fiasco"]. View link, below, regarding Stavinga's OTHER JOB:
http://www.mrsourcewater.ca/news_and_publications/pdf/stavinga.pdf)
Due to Janet Stavinga
and Conestoga-Rovers & Associates (CRA): 1,100 Richmond families are now forced
into the insanely vulnerable
predicament of having to draw their drinking water from the
unprotected
shallow aquifer that surrounds a newly-installed, raw sewage, high- pressure pipeline.
Where is the "water source protection"
in that?
.8 The next headline on this sordid case has yet to be
written either as: a.) "The city removes needless health risk to Richmond
residents",
OR, b.) "Sewage leak claims lives in Richmond
because City too slow to
act to correct obvious
health risk."
