Cost Estimate of a Munster-to-Richmond
Pipeline Compared with Spray Irrigation

Reproduction (below) of original chart (CLICK
HERE), was necessary due to the poor quality of the original,
supplied by the Region, as Evidence #65, for the OMB Hearing. It warrants
close scrutiny, none-the-less, because it was made available to the Region,
just prior to the Region's solicitation of pipeline bids, in spite of
the considerably higher cost of the pipeline (see below), relative to the
"design build" compliant bids, and in spite
of the Council motion (CLICK
HERE), which only asked for review of advanced treatment
technologies ---"as an alternative to Spray Irrigation". In other
words: advanced technologies, only, were supposed to be
compared to the
current preferred option: the Lagoon and Spray Field Expansion ...not the
pipeline option, which had been eliminated, (due to the forcemain option's high cost, and technical problems), in the previous
($450,000.00) Environmental Assessment, completed by Totten Sims Hubicki
Associates.
