Correction:
Author of the letter,
below, erringly stated that the subject
pipeline was being constructed
"to serve the
village of Richmond",
(highlighted).
In fact, the pipeline was ostensibly
built for the sole purpose of redirecting Munster sewage
(in a detoured southward direction), to --and through-- the Village of
Richmond (traversing Richmond's fragile, shallow aquifer),
on-route to
its ultimate northward destination of Kanata.
The issue here is the
unnecessary --MANUFACTURED-- contamination-risk to Richmond's
water supply.
Any rationale for
the concept of what the city did, here, is so convoluted
that even the Ontario Ministry of Health official, below,
cannot seem to grasp that there was absolutely NO
BENEFIT to Village of Richmond residents --ONLY,
CONSTANT EXPOSURE TO CONTAMINATION-RISK.

December 23, 2005
Mr. Bruce Webster P.O. Box 492
Richmond ON KOA2ZO
Dear Mr. Webster:
I am responding to your email of
October 7, 2005 addressed to
Dr Sheela Basrur
which was forwarded to my office for response. In your
email and during our previous telephone conversations
you raised concerns about the high pressure sewage
line which I understand is in the process of being
constructed to serve the village of Richmond.
I
apologize for this
delayed response.
I appreciate your concern and your
focus on prevention and the protection of ground water
in the vicinity where this high pressure sewage line
is located. However the decision to adopt this
technology as well as the location of this sewage line
is the responsibility of the City of Ottawa and the
Ontario Ministry of the Environment.
If as you indicated in previous
communication you have evidence that the technology
including the placement of this sewage line is
adversely affecting groundwater or putting people in
the vicinity of this sewage line at risk, that
information should be brought to the attention of the
City of Ottawa Public Health & Long Term Care Branch
and the Ministry of the Environment. By copy of this
reply I have alerted officials of both agencies of
your concerns.
Sincerely

Fred W. Ruf, M.E.S., C.P.H.I. (C) A/Head Food Safety, Safe Water and
Environmental Health and Toxicology Unit
